DotNetNuke sometimes brings up a login box or an EventQueue error 

This problem is a known issue with version 4.3.5 of DotNetNuke.
First step is to check the DotNetNuke website for any updates.

As a temporary workaround ask support to enable write permissions for the "NetworkService" user to your DotNetNuke portals/_default/eventqueue folder.
